Classification of Sectors 2023 handbook published
The Classification of Sectors 2023 has entered into force as from 1 January 2023. A handbook describing the Classification of Sectors 2023 has now been published as a free PDF version.
The content and codes of the sub-sectors of Local government (S.1313) were changed in the review. The content of the other sector categories has not been changed.
Starting the activity of wellbeing services counties produces new classification needs. The units of wellbeing services county administration are classified into the subcategories of wellbeing services counties (S.131321), joint county authorities for wellbeing services (S.131322) and other units of wellbeing services county administration (S.131329). In future, the sectors of former local government will be classified under the sector Local government excl. wellbeing services county administration (S.13131) and their coding will change, but their content will remain unchanged.
What is the Classification of Sectors?
The Classification of Sectors is a basic classification applied to economic and social statistics for the classification of the activities, financing modes, owner types and legal forms of decision-making units into equivalent categories. The Classification of Sectors is based on the classification structure defined by the European System of Accounts (ESA 2010).
The reviewed Classification of Sectors 2023 with its definitions is available on Statistics Finland's website. The classification includes the nomenclature (codes and headings) and definitions of the categories in Finnish, Swedish and English.
The conversion key between the Classification of Sectors 2023 and the Classification of Sectors 2012 can be found both on the website of the reviewed classification and in the appendices to the handbook.
